QUestion about putting in outswing french door before deck

Hi, can we have an outswing French door put in (replacing some windows) a few months before the deck is built, if it is barred from opening on the outside(by a 2x4 across it). Is the 2x4 sufficient or it have to have a full railing even though it does not open? It will be about 4-5 feet above the ground.

You should be fine with it barricaded as you mention.
