Anderson door problem

I didn't see a door forum so am asking this here. I have a problem with the handle being stuck in the up position.

After closing the door and bringing the handle up to close the gap between the door & jam I can't pull it back to normal position. I can see the top & bottom bolts are between the door & jamb. Anyone have any suggestions how to remedy this?
