I agree that is not quite right. I by no means an expert, but what would attach the window to the house? Most of what I have read over the past year about window installation indicates 1/4" of clearance around the entire window (making rough opening only 1/2" larger).

I believe they generally go an inch over both ways to allow for proper shim space.
