Cold, noisy Pella windows

We built a house a year and a half ago in cold, snowy Wisconsin. We had Pella pro-line windows put it.
We've noticed that there seems to be a lot of cold coming through the windows (not a draft, just cold transfer through the glass), and we notice outside noise more than we'd like that also seems to come through.

Wondering if getting storm panes to put in place of the screen in the winter would help with these issues. They wouldn't be cheap (since pella doesn't make them, they'd be custom made), so I don't want to make the investment if they wouldn't make much difference.
