If you want to post up a picture I can give you more specific feedback but the likely answer is no. You can deglaze the window but the meeting rail is sometimes welded in place.

+1. The vast majority of single hungs (particularly vinyl) have no ability to remove the fixed sash. You should be able to look at the frame and sash interface to see if that is all one piece, or if it appears to be mechanically fastened in such a way that it could be removed.
If not doable, your choices are to trudge all that drywall through the house and down the stairs, or destroy a window and replace. I'd probably base that decision on how many pieces of drywall you have to carry, lol.

Looks like a new window is in the cards! LOL... On the plus side, if you replace it with a dual slider (both sashes move) you will have the flexibility in the future for moving large items.
