What to do with partially stripped laminate(?) table top

I happened to be at a rummage sale & couldn't pass this up at $7 (ended up paying $3.50). I bought it with the intention of using it as an island in my kitchen.

My dilemma is this. I used Citristrip to take the brown paint off & underneath was a beautiful cherry red paint. I decided to take it to the wood & repaint if I didn't like the wood. However, when I scraped off the citristrip this time, the "paint" rolled off in sheets & was powdery. I found a seem on one side so I'm thinking it could be a laminate of some sort. It is still very thick on there. With it being powdery, I don't want to just paint on it, nor do I want to continue stripping (the table) for fear of completely ruining it.

Any suggestions on how I should proceed on this? (Please note, I have no intention of touching the base other than cleaning it)
