pine bookcase - I'm scared!

First of all, I enjoy reading this board and am totally amazed at what all you people do with stuff! I confess, I am a wannabe, but just don't quite have the courage to jump in and try. I posted earlier about painting a small table, have not done that one yet....now I've found a pine bookcase, not new, but looks (at least to me) in decent shape. It's actually a piece of furniture that I could use in my music room. I would LOVE to paint it black (like that game table make - over) but am still in a puzzle of exactly where to start...

For instance, would you sand it, or use liquid sandpaper? I've been reading about both. Which is easier? Then, what kind of paint to get the "lacquered,shiny" look? Then, do you put a clear finish over it?

Sorry to be so inquisitive, but I'm so new at this and I'm just not the type to go out, buy something, get a bunch of paint, etc, and do it. I guess I want to cut my losses as much as possible before I begin!
