Removing rust from old heater to paint

We found a vintage Perfection kerosene heater in the attic of the house we are renovating. It is about 2 feet tall and is kind of charming looking. I was thinking of painting it black and using it on the front porch to hold a candle inside and maybe a plant on top or adding a top and making it into a small side table. The thing is pretty surface rusted. Any suggestions on how to get the rust off...at least to the point of accepting paint? I'm not looking for a showroom finish, just something acceptable as a conversation piece. Thanks!!
