please help!!!!

hi! im trying to get into working with glass and i have a bunch of tools from when my grandfather used to do it. the only problem is that the glass cutters have been sitting in a jar for who knows how many years. he has a bunch of toyo and fletcher but some liquid has dried on them not allowing anything to move. so i have two questions....1. what is it that dried? its brownish and flakes off pretty easy but its all stuck up around the wheel, preventing it from moving. 2. what can i do to get it off? it there a solvent that i can put it in to dissolve whatever it is on there? i can scrape off all the surrounding areas but i cant get into the wheel to get it to move again. and the screws are not moving at all either. i don't want to end up stripping them out.
i hate to have to toss the out and get new ones because they are in otherwise great condition. if someone know what it is i would greatly appreciate the help...thanks!!!
