Glue for pennies?

Hi, everyone. I'm doing a project on painted plywood, to which I'll be glueing pennies and stained glass pieces. What type of glue would you suggest for me?

There will be quite a few pennies, so I'd want something that doesn't take a lifetime to try. Finished project will hang indoors.

I would use clear silicone ,too. It'll hold forever !
