I don't know, mine is always there. I don't see it listed under "view > toolbars". On my computer it disappears if "standard buttons" are not checked. Other than that I don't know except to say SOMEWHERE you have something checked or not checked that's doing it. Internet options would be my guess.

Ronnie, for me I need to use Internet Explorer to use Smiley Central. I have Yahoo DSL and I am not able to use it just going thru that...it would work just like you say...have to keep downloading it each time. It is on my toolbar but I don't remember if I had to check something when installing it to put it there or if I added it later. Are you using it in Internet Explorer?

If you're using the Mozilla version, you have an option to put it on your toolbar as an icon.

Have you looked in your bookmarks/favorites to see if it's listed there? If it is you may be able to right click and add it as an icon.
