Doubled material or lined---which is best?

I want to sew a valance for my laundry room window to replace one that has become terribly "bleached" from sun from the window. Being new at all of this, my question is, would it be better to sew my valance with a lining, or would just doubling the fabric (bring it back up to the top) to make the valance be enough to avoid future bleaching? How about how it would "hang"? Sorry, but I am new at sewing!

Use a lining, it's cheap and will serve the purpose better.

Typically you'd use a lining as it has less weight and will keep the drape draping nicely.

Also, if the fabric is a print, the print may show through making the drape look mottled. Linings are usually solid color so there's no pattern to show through.

However, if the fabric double is not too heavy and will drape nicely, and is solid, you could self-line it.

Use UV-resistant lining material. It makes the draperies last a lot longer.
