help me with old singer problem

I have Singer 192k which belongs to my wife, but which I recently started using. The thing seems to work well and sometimes it operates fine. Problem I have is that thread bunches up under the fabric. I thought it was the bobbin throwing out too much thread but now I think it us the top thread tension which is the problem. Sometimes things get jammed up and when I pull the fabric away I have 15 threads coming up through the bottom hole. The thread tensioner knob is not very precise, so adjusting and dialing in the top tension is not working for me.

How can I diagnose the problem?

Is it fixable?
