Does anyone know how to make this little bag...can you describe how it's made..

Here's a tutorial for a humbug bag. It starts out kind of poorly, but it gets better as it goes on. You'll need to look at all the pages.

They are super little change purses or gift bags- I made 24 of them a few years ago as my Christmas ornament for the party I go to. Everyone liked them. I used Christmasy fabric and they looked cute on the tree, too.
