Measure the size of the bear and go with a doll clothes pattern for the same size. You could add inches where needed to fit the bear on the tissue pattern. That is what I'd suggest.

If you find a doll clothes pattern close to the size of bear you won't have much to change....I'm thinking....an easy gathered skirt type....add extra elastic or an inch for the waist of the bear is all....how ornate would you need to make the clothes is the big question. There are patterns for bears out there as well...check a pattern book next time you are near a sewing centre...but make sure you check out the patterns available for dolls...some are novice rated. That is what I would do if this was my problem.

It might be late, but I have a suggestion. My daughter also was into Build a Bear until AG dolls entered her life. I discovered that Simplicity and McCalls (I think) make patterns for both. Also, there are some simple crochet patterns for bear hats and scarves on the internet, if you crochet. Lastly, we also found that very small baby clothes (newborn, or maybe 0-3 months) also fit the bears fine, and those can be gotten very inexpensively at thrift/consignment stores and tailored to suit if necessary (my daughter loved doing that). I've used Cabbage Patch doll clothes patterns if you can find them. They work great because those dolls were usually chubby.
