In my experience it usually depends on the individual judge and how much help they had during the judging process. If they had trouble finding volunteers to act as judge's scribes, the judge probably just didn't have time to write down the individual comments this year. We see it in quilt show judging, too. If there are scribes, you'll get comments, if not, you won't.
