Need help with these instructions

I made three envelope back pillow covers using the instructions I printed from here. I measured numerous times before cutting and pinning, yet the overlapped edges on the back came up short. It seems that the instructions may be incorrect for the recommended length of the cut pieces.

For example:

For a 12" pillow she says to cut a piece 28" long by 12" wide (no seam allowances are given to make this a snug-fitting cover). However, the actual length should be the sum of the following measurements (for a 12" pillow):

* Each end is turned in 1/4" twice, so this is 1" total.

* There should be a 3-1/2" overlap at the back opening, so that uses 7" total (3=1/2" x 2)

* The width of the front is 12"

* The width of the finished back is 12"

So, 1 + 7 + 12 + 12 = 32 (NOT 28" as given in the instructions.

I've drawn a diagram and done the math several times, and I do not come up with her length of 28" for a 12" pillow. I've done the same for all the other size pillows (14", 16" 18") and I get a different length for each one.

Am I missing something? Am I misunderstanding the instructions/measurements?
