trouble with iron-on design

I bought a TULIP Glam-it-up design to put on a tee shirt. Followed the instructions perfectly. When I removed the plastic, about 15-20 of the little "dots" stuck to the plastic, not the shirt. Is there any way, like with hot glue, toothpix with gorilla glue or ???? to get the dots back on?

Can you place it back on and re-iron it,maybe use a pressing cloth so you don't burn it.I'd try that first.
