Pants hem problem

Hi everyone,

I recently hemmed some pants for my husband. He had ordered them online with an inseam specified and they still arrived about 3-4 inches too long. So I hemmed them up for him. Now the fabric on the bottom of the pants, where it touches his shoes, has frayed through. I'm pretty new to sewing clothing fabrics, so we're curious ... is there anything that I'm supposed to do to that part of the fabric when hemming it, to prevent this from happening? Or are the pants just made from low-quality material?

In case specifics are required, this is what I did. The pants are just your typical men's chinos, wrinkle resistant.

- cut off existing hem at the stitching

- folded the raw edge up 1/2 inch and ironed the fold

- folded up again 1 inch, pinned and ironed the fold

- straight-stitched.

I thought that this was all I was supposed to do, but they've frayed through after a maximum of 9 wearings in a low-activity "desk jockey" office environment.
