bobbin problem

I bought an amazing desk type sewing table with the sewing machine in it at a garage sale. The person said that it worked but when I got it home I was unable to get it to. (I knew this was a possibility as I took my chances at the garage sale) The machine is a Golden Touch and Sew 640. I plugged it in and the light comes on when I switch the power to on. It has a knee motor control (which I also prefer over the foot pedal) but when I press it nothing happens. When I turn the needle to pick up the bobbin thread the bobbin case does not move and the needle hits something before being able to go far enough to pick up the thread. I read through the book but didn't find anything that I thought would help. Since the person said it worked I am wondering if I am just not doing something simple. Thanks for your advice.
