Crinoline volume issue

A friend's son is getting married next week. There are still a lot of things to get done. I'm helping by fixing a mailorder flowergirl dress that has the bride disappointed.

Naturally, it was compressed during shipping and the bride envisioned a Cinderella style skirt. I explained that it just needed to be pressed and everything would pouf out as indicated in the picture.

Well, I pressed it and I think it's perfect. She doesn't and her opinion is all that really matters. She wants more "pouf" at the bottom.

I'm going to add a row of tulle or gathered netting to add volume. Should I sew it directly above the existing row of tulle or attach it to the tulle itself?

How would you handle this situation?
