Adding straps to a strapless dress

Hello, and thank you all in advance for any advice you may have to offer!

I have one of those 'smock top' dresses that I would like to add straps to. The thing that is making me hesitate is because the material of the dress is REALLY thin.

Is there something that can be added to the hem to 'strengthen' it, before I tack the straps on?

I am unsure of how the dress you are talking about is constructed. If I am envisioning it correctly, I would not attach the strap to the upper ruffle. I would attach it to the dress at the top row of smocking stitching leaving the ruffle free. I would sew the end of the strap by hand carefully catching the fabric along the top row of smocking. You might have to go over it a couple of times to make it secure.
