Adding straps to a strapless dress

Hello, and thank you all in advance for any advice you may have to offer!

I have one of those 'smock top' dresses that I would like to add straps to. The thing that is making me hesitate is because the material of the dress is REALLY thin.

Is there something that can be added to the hem to 'strengthen' it, before I tack the straps on?
