pivoting problems

I seem to be having problems making sharp turns on my machine. I am making a scalloped hemline on a dress and need to sew one or two straight stitches in between the scallops for turning purposes but everytime I do the stitches seem to be loose and the bobbin thread can be seen on the top side. I am leaving the needle down in the fabric, turning the fabric straight, and taking two stitches, (I've tried turning the wheel by hand to see if that made a difference...but no)leaving the needle down and turn the fabric for the next scallop. But I can see those two stitches are looser than the stitches uses to make the scallop. Can anyone tell me.....is it my needle (which I've changed), is it my tension, thread, fabric....my machine... is it me? what? What can I do to prevent this from happening? I've tried using a smaller stitch...didn't make a difference. I've noticed this happening before as I would turn corners too. Is there an easy solution? Thanks.
