putting material onto paper

Does anyone know of any kind of glue I could use to stick material (cotton) onto paper (card stock) without the material becoming stiff and the glue leaking through? I've tried Elmer's, craft glue, glue stick and rubber cement but none of them work very well.

Have you tried the spray adhesive that Elmers puts out
.?it is a great glue
I have not had any problems with it

i use the tried and true avery glue stick btw i hope you are not using rubber cememt in your scrapbooks it is very acidic

you might also try something called "sticky dots" or even the photo tabs all around the edge of the backside of the material. The sticky dots will show through some materials (and vellum papers).
