Cartooniz?

Is that a word?? I'm trying to remember what program I used to change a picture to one that looks like a cartoon. Does anyone remember what it is??

Thanks Urlee..I keep looking but haven't found it ..yet! I have a couple of pictures of the doggies that I used it with but it has been a few years ago..
