MS Word Flipping a Picture?

Hi,
I am using MS Word. I inserted a picture but I want to flip it to face the opposite direction. How do I do this. I notice if I click on Draw > Rotate or Flip it is grayed out. What step(s) am I missing to accomplish this? Thank you.
