How to enlarge Stencil for etched door on comp..

Oh, I have tried so many diffrent ways to enlarge an image to a specific size but I haven't been able to do so. I have a black and white image of an antique urn with flowers flowing all over it, and I would like to enlarge it enought to make a paper stencil. Then I would use that enlarged image ( 22 iches in width by 66 inches in height) to make a plastic stencil.

Is there any way of doing this? I have tried taking the image to Kinko's but they are only able to blow it up and this makes the image fussy and they aren't able to give me the size I need.

Oh, I'm so frustrated!!! If you have any pointers I sure would like them. Thanks for letting me vent.

If you have a print program that prints posters it can be done. It will print on multiple sheets that you tape together.
If the file is a jpeg or giff it will be fuzzy. If it is a vector image it will be fine. Likely it is not a vector.
