help choosing program to resize a gif

last friday, I downloaded a .gif file, and resized it, then saved it as a bitmap, now I need to make it a bit larger, but cannot remember what I used to resize it.
any help would be appreciated.

What programs do you have on your computer?
Like Adobe, PSP, Photoshop, Picasa, irfanview? Just remember that making a smaller picture larger makes it lose quality. |

ok, I figured out, that I did not resize it. I just downloaded two different size .gifs. so what program do I need to resize a gif? free would be nice. but, if I have to buy something, what do you experts reccomend?
