Foundation question, Is this normal foundation or repair?

We are looking into buying a house. We are getting it inspected but wanted information ahead of time. It is a foreclosure so we don't have a sellers disclosure. I noticed along the left side of the house there are circular holes with some sort of metal. Also there is one at the front right corner of the house. It is in Houston tx. I cant recall seeing this on other houses. Is this normal for foundation or is it a repair? I have posted a picture of one of them up close. The house was built in 1973 if that helps at all. Any advise is welcome.
