latex-, versus solvent-based adhesives

I see that Liquid Nails "construction adhesive" in a cylinder, is "latex-based" and listed for for indoor use. Cheap stuff. The Liquid Nails "general purpose adhesive", in a squeeze tube, is "solvent based," and is listed for outdoor use. More pricey. But I've seen latex adhesives for outdoor carpeting. Latex is water soluble, until it dries. What gives?

I gather that the latex-based adhesive doesn't dry hard, but I believe the "general purpose adhesive" does. Is that the main difference?
