Drainage from Coal Clinkers?

Hi Guys,

The north side of my home is sloped down to allow rainwater to flow away from the house. As I dug in the soil I noticed that about a foot down there is a substantial layer of coal clinkers (a very porous material good for drainage).

Does anyone know if these may have been placed on purpose to help water flow away from the house? My other theory is that they were just dumped there because someone had a lot of them, I believe they pile up quickly with a coal stove.
The house was built in 1920.
