Brick path question?

Hi, I have some brick that I currently have layed down behind the shed with wide joints, the joints are currently filled with small stones. I now want to place the bricks beside the laneway to provide added space. My question is, what can I put in the joints that will stay in place and that I can snowblow over? I am thinking of using some form of concrete or mortar. Can someone suggest a concrete mix that I could use?

Stone dust works well. Mortar will just break apart unless the brick is placed on a supporting slab, etc.

I'd consider playground sand, which can be replenished occasionally to replace whatever washes or blows away.
