AC unit Fan will not shut off?!

Thermonstat will be set to "AUTO FAN"
Once the thermostat is turned to OFF, the AC Unit outside fan will continue to stay on indefinitely until you shut off the AC unit power at the Breaker switch. When I want to turn the Air back on I have to flip the Breaker switch back to ON. I am positive that the thermostat is set to AUTO/ON for the Fan. versus FAN ON.
The AC works, just the fan on the unit won't turn off.
What would you do? Is it the thermostat?
