Poorly installed tile floor grout

My husband usually does a fabulous job with DIY projects and has saved us so much money. However, when he replaced the ceramic tile floor in our MB, he either put too much water in the grout mixture or used too much water too soon in wiping down tile afterward. Now the grout has chipped out in places and is rough and ugly. Is there something I can put on top of grout to build it up or do I have to remove all grout and redo?

First be sure that the grout is at fault and not the floor. If the floor is flexing, it will crumble any hard set grout.
If it's the grout, it has to be removed. There are oscillating tools, as well as dremels, that can make this task a bit easier.
