concrete porch floor on pier & beam home

Rumor has it, that I can't pour cement above the cement perimeter beam of a pier & beam home, it must be 4" below that beam? Is that true? If I pour concrete above the beam, the back of the pour will be against wood, and water could find it's way down between the concrete and the wood and rot out all that is below the concrete. I know this happens since I just repaired the results. What can I do to prevent future wall/joist rot and still go above the perimeter beam?
