repair of office chair arms

My friend gave me his old office chair. It is black leather, only 2 years old, and very comfortable. Trouble is, the black spongy black poly arms are falling apart. How do I repair them? The chair is imported by Raynor Marketing Ltd, Eurotech division.

There are usually two plastic plugs hiding screws on each arm. Pop the plugs and tighten the screws.
