Apparently it is assumed that the cross bridging was nailed in correctly initially. That may not not be what actually happened. In times past, the bridging was cut from scrappy lumber and not all the pieces would be exact size or angle. The bridging would be nailed in from the top as subfloor was applied and later nailed at the bottom.
Perhaps the bottom nailing was done by a less skilled person or a less caring person.
