Vinyl siding problem

My house is about 10 years old, so the siding installers are not to be found and time probably has eliminated their legal responsibility.
Two story, 46 feet long. About 10 feet from the top, slightly over half-way down, the installers failed to pull up the siding so that it properly latches with the run below. The wind catches the end of one piece and it flaps in the wind.
One option is to remove all the siding above and reinstall the loose run and above. The top run is about 40 feet up and the yard slopes on that side of the house-- not easy nor low cost. A fastener through the lower edge of the loose end would create the problem of the siding buckling in the Sun when it cannot expand. And possible water intrusion.
