how to use foil-faced insulation in VA

I am in Arlington, VA and need to repair the joist insulation (i.e fill bare spots, add hangers to keep it up) in a walk-in crawlspace used for storage. It's not vented, except that the barn doors don't seal well at all.

The old insulation is foil-faced on one side, with the foil facing down into the space and unfaced against the conditioned space. Is that the right way to go for the Washington, DC area? Total area is 150 s.f.
