Remove a wall to insulate it ?

We live in a 1960's built house that feels very cold right now. We live San Jose, CA where the temperatures fall to low 40's during the night.

The problem I am facing is that the walls and the wooden floors feels very cold in the house. We do have insulation in the attic (although old and not R-38). There is cellulose insulation in the walls as well but its old as well and doesn't seem to work. We used a infrared imaging to check the walls and it appears that in some sections of the walls does not have any insulation or it has probably settled.

I talked a insulation contractor to add more insulation to the walls and he said he could not do it since it already has insulation and he does not want to take the chance of blowing the walls.

Is there a way to add more wall insulation without ripping the entire walls out ?
