Facia and plywood moisture problems on porch

I have been battling this problem for years. My front porch has always had problems with the fascia and the gutters. The rain goes behind the gutter and onto the fascia. Gutters clean, got plenty of fall. Years ago my husband had vinyl put on the house and the metal covering the fascia. Still have the problem. Had a roofer look at it and the shingles were not hanging over long enough, he fixed that. No drip edge. Live in Ga so don't have much problem with freezing. Now when it rains the water drips from the metal covering the fascia at the joints and the plywood on the porch ceiling looks terrible. It is rotting and paint looking rough. There are vents in the ceiling. I am not sure what to do next. I want to fix the ceiling but no need until I fix the water problem. I had someone say to put a roll of caulking just under the roofing edge and it would stop the water from going behind the gutter. Would that be something to try?
