If it's a double-wall type of pipe, probably not; the joints clip together so tight that maybe 1-2 degrees of correction are possible per joint. I don't think there is a flex option in double wall.
Gas co. in your area does that work perhaps?

It's possible the hole in the roof is not centered properly. Roofer.

With it protruding from the second story roof. It would be a good bet that somewhere along the install a 45 or two was used to connect the joints of pipe.

Something as simple as rotating a joint or two of the 45s could straighten it out.

If the pipe runs straight up. Then adding a 45 below the roof line in the attic could be used to allow the pipe to be rotated to vertical.
