That's a lot closer to a "yes" answer than a "no". Only an in person expert can really tell unless you can crawl about in the attic and under the house.

Is that white visible in the crack caulk? If it is,this has happened before. I would say the brick indoors means the room in question was added after house was built. It looks like the sheetrock wasn't fastened well enough. If that's the problem you should be able to push the ceiling up with one hand. Looking from the attic,you could see a space between sheetrock and ceiling joist. I don't think it is a foundation issue but could be framing members giving away. To answer the question about if you can fix it,look from attic to see.
