Help with ceiling insulation

My ceiling has 7 1/4in joists. It has cross members in between (cripples?) that measure 5 1/4. Should the batts be cut to fit each section? The previous roll insulation was not cut. So there was some compression at the cross point. Lots of black dust and debris. Whats my next move?
