should toe kick heater be installed before/after kitchen cabinets

Hello,
The kitchen guys delivered the cabinets today, saw the piping for the toe kick heater sticking out and said that the heater has to be in before they put in the cabinet or else the cabinet will cover the pipe for the toe kick heater unit and then the plumber will have a very hard time installing the heater unit through a little hole in the cabinet toe kick....hmm. What do you think?

It needs to be installed and connected before the cabinets block access.

The alternative is having you new cabinets cut into to gain access.

It is normally the general contractor's responsibility to coordinate the sequence of overlapping work even if the GC is the owner.
