remove wall texture from pipes?

My painter recently installed a new pedestal sink for me in the bathroom, and because the wall behind the sink was not finished, he sprayed some texture on it so it would blend in with the rest of the wall.

He wasn't very neat, and got excess texture all over the exposed pipes. It looks very messy, and because it is a pedestal sink, you can see everything.

Is there any product that would "dissolve" the texture off of the pipes, or make it easier to remove? I tried scraping some of it off but it's really hard.

If it's the same 'texture in a can' that I've used, it should just come off with warm soapy water. Spray it with water, leave it on a few minutes and then wipe with a plastic scrub sponge.
