If it is the only space on that floor it going to be a catch-all anyway. Put a short hanger rod in and take the other side for the vac and mop and broom and shoes and boots. Is it filled up yet? ;)

I agree - the answer is both!

Do you have to actually pick one? They're pretty much the same thing!

Customize it for what you need--it can easily be changed for resale in the future should it be needed.

I think it could be both, but if you had to choose (and I've had to in the last place and this one, ) I would make sure I had a place to store a vacuum cleaner and broom and such, as well as outdoor boots, shoes and umbrellas.

We accommodated pretty easily to keeping our coats upstairs, but it's a pain to have to store the vacuum, brooms and such far away from where you use them, or outdoor boots and such far from the front door, and the only alternative is to leave them out in plain view.

Obviously, cannister vacuums could be easily pushed under the low part of the stairs, leaving much of the taller space for coats, etc.

Possibly you could hang some sort of divider from your hanger rod to keep the cleaning articles (brooms, etc) away from the clothing.

The fold-out sectioned hanging shelves for shoes and other small items might work, and then you will have shelves for things like hats, gloves, and/or small cleaning articles like sponges and brushes.
