What's involved in making electrical changes? Moving outlets? That leaves a hole where the old outlet was, and cutting a hole where the new outlets will go. Maybe even holes to run the wire from A to B. Lights put in? That can involve holes in the wall to snake wire to the new location.

Would you want the wall repair/skim coat to occur before the electrical changes are made that will have some wall damage, or after the electrical is complete?
