Tiling over old tile countertop

So the next door neighbor came over today because she wanted to see how the kitchen was coming along. I had started tiling the countertop with full tiles. She said she really liked them. Her current tile countertop is old and many are cracked or loose. She wants to take them out and replace them with similar large tiles.

What is the best option for this. The tile countertops that I have done in the past have always been on new plywood/tile backer board.

If she gets all the tiles off, can she (I am assuming we) apply thinset on top of the old thinset and re-tile?

If so, does she need to scrape as much of the old thinset off as possible?

If not, what's the best option? Screw down tile backer board on top?
